EU DWD – EU Drinking Water Directive

EU Drinking Water Directive (EU) 2020/2184

The EU DWD (Drinking Water Directive) is the European Union's directive on drinking water, expected to come into force from January 2027. For the first time, it introduces uniform European requirements for materials in contact with drinking water, including elastomer seals.

Overview

The EU DWD (Drinking Water Directive), Directive (EU) 2020/2184, is the European Union’s directive on drinking water. It replaces the former Directive 98/83/EC, sets requirements for drinking water quality and obliges member states to transpose them into national law. In Germany, this is done through the Drinking Water Ordinance (TrinkwV).

What is new in the EU DWD?

For the first time, the directive provides for uniform EU-wide requirements for materials that come into contact with drinking water. These include European positive lists of the starting substances that may be used in organic materials such as elastomers. The uniform material requirements are expected to apply from January 2027.

What does this mean for seals?

All seals in fittings, pipes and appliances of drinking water installations are affected:

  • Sealing rings and O-rings in fittings, valves and filters
  • Moulded parts such as diaphragms and sleeves
  • Hose rings and profiles in water-carrying systems
  • Flat gaskets and punched parts

The formulation must comply with the European positive lists. The mechanical requirements for the material, for example to EN 681, continue to apply as well.

EU DWD and KTW-BWGL

In Germany, elastomers in contact with drinking water are assessed according to the KTW-BWGL of the German Environment Agency. It has been mandatory for elastomers since 1 July 2026 and replaced the former Elastomer Guideline. The EU DWD adds uniform European requirements.

FAQ

The key questions

What is the EU DWD?
EU DWD stands for Drinking Water Directive, the European Union's directive on drinking water. The current version, Directive (EU) 2020/2184, replaces the former Directive 98/83/EC. It governs the quality of drinking water and, for the first time, provides for uniform requirements for materials in contact with drinking water.
When do the material requirements apply?
The uniform European requirements for materials in contact with drinking water are expected to apply from January 2027. Until then, the KTW-BWGL of the German Environment Agency is the main requirement in Germany.
What does the EU DWD mean for seals?
For organic materials such as elastomers, there are European positive lists of permitted starting substances. A seal's formulation must comply with these positive lists so that it may be used in fittings, pipes and appliances for drinking water.
Does the EU DWD replace the KTW-BWGL?
In Germany, the EU DWD is implemented through the Drinking Water Ordinance (TrinkwV). The KTW-BWGL has been mandatory for elastomers since 1 July 2026 and is already aligned with the European requirements. We are happy to clarify which evidence your application requires.
Does SIEGEL already offer materials for the EU DWD?
Yes. Our EPDM blue is KTW-BWGL compliant and already meets the positive list of the upcoming EU DWD.
